I would not say that it "knows to say" something to say, but a little racist.
Does not help that it does not encourage an oversupply of "black" people in our prison that most crimes are reported in the media "black part" in one way or another.
When I worked for an institution of higher education are, I'm at a variety of races and I really had no problems with anyone. The problem for the "black" is the same problem that homosexuals are - stereotypes with us you get the most attention, usually negative, which only promote negative stereotypes. It is a shame, but it's just the way our society today.
